You can buy a house here after talking to Proventus Avenicci or Brill in Dragonsearch after you have completed the Dragons Rising story mission
2. Hjerim
Price: 12000 Gold
Location: This place is located toward the Northwest corner of the city.
In order to own a house in this area you will have to complete the ‘Blood on the Ice’ quest in Windelhm, which you can activate by going to the graveyard past midnight as required for the mission. After finishing this task you can talk to Jorlief in the Palace of Kings, who will give you permission to buy a house.
3. Honeyside
Price: 8000 Gold
Location: Enter Riften and take a right, you will find the house at the end of the corner.
To buy a house here you will have to become a Thane in Riften. You are required to impress Jarl Law- Governor of Riften Fishery in the docks area. After achieving this goal you can now have a good reputation in front of Riften’s citizens by helping them with their errands and they will have some tasks for you too. After finishing these tasks you can report to the Jarl and talk to Steward Anuriel to own a house in this area.
4. Proudspire Manor
Price: 25000 Gold
Location: it is located in the center of the place’s high street, toward the right branch of the city, beside the Skyrim Factions Bards College.
In order to unlock houses in this place you will have to become Solitude’s Thane. You will have to go to Falk Firebward in Solitude who will give you the task to clear out a cave. After doing this you can go to Jarl Elisif the Fair and inform him that you have placed the horn at the shrine.
Finally doing the above mentioned, you can go back to Falk Firebward and ask his permission to build a house in their area.
5. Vlindrel Hall
Price: 8000 Gold
Location: It is located in Markarth. You can go here taking a right turn and stairs in the corner when you enter the city right at the beginning. The house is located at the top of the stairs.
You can unlock this house using many methods, but the easiest one is by creating an alliance with the team Stormcloaks in the Civil War. After doing so you can talk to Jarl Thomgvor Silver-Blood.
Otherwise, simply go to the Understone Keep located within Markarth and then talk to Jarl Igmund. You can build a good reputation in front of him by completing his quests and then it will convince Steward to allow you to buy a house here
How to build houses in Skyrim
You can purchase three plots of land in any holds to construct your house on them if you have the Hearthfure expansion which is a part of the special edition. Once you have this expansion you can easily build houses on any plot you want.
Helijarchen Hall (The Pale Hold)
Price: 5000 Gold
You have to first talk to the respective Jarl at Dawnstar’s The White Hall to become a Thane in the Pale. If it’s Jark Skald that you are supposed to talk to, you will have to complete the mission ‘Walking Nightmare’ and also will have to kill a Giant. If it’s Jarl Brins, you will get immediate access.
Lakeview Manor(Falkreath hold)
Price: 5000 Gold
You are eligible to buy the plot if you are the Thane of Falkreath but if not then you will receive a letter asking you to become a level 9 or above player in order to buy a plot at this place. Go visit Jarl Siddegeir who will be present in the Jarl’s Longhouse and complete the required quest, so that the plot is available for you to own.
Windstad Manor (Hjaalmarch hold)
Price: 5000 Gold
Visit the Highmoon Hall located in Morthal and talk to Jarl Idgrod Ravencrane to begin the Laid to Rest mission. After completing this mission talk to Steward and ask his permission to build a house. They will offer you a plot to build your house and you can own the plot then.
