Billups played college basketball for the University of Colorado from 1995 to 1997. Billups played two seasons of college basketball, averaging 18.5 points, 5.1 assists, and 5.6 rebounds per game.
In the 1997 NBA Draft, Billups was the third overall draft pick by the Boston Celtics. Unfortunately, Billups could not adjust well with the Celtics and after just fifty-one games, he was traded to the Toronto Raptors.
