If you are visiting this location for the first time in Street Fighter 6 then you will be fighting Mad Gear gang members before you get access to meet Thrasher.

Where is the Crow gang?
You will initially not find a single Crow gang member until you get this machine and go to find them. You will have to run or fast-travel to the spot you have given below and here is where you will find the crow gang Hangout. It’s important to know that you visit them at night time.
Go to this place and speak to the Guard at the opening of the event and fight your way through it is optional but it is a good way to earn higher XP to level up your fighters. By doing so you will have a much higher chance of talking to the boss of the Crow gang. This will be your end of the first part of chapter 11 and then you will head to Nayshall.
